The legal basis for water supply in Germany is regulated by federal level in the Federal Water Resources Act (Wasserhaushaltsgesetz, WHG) and at the state level in the respective Water Laws of the Länder. Water supply is a public service and is usually provided by local authorities. The obligation to connect to and use the public water supply is intended to ensure a secure supply of drinking water to the population and to prevent or restrict the private use of groundwater. Over 99% of the population in Germany is connected to central drinking water distribution networks.
